Chief Security, Infrastructure & HR Compliance Officer (CSIHRO)
(CSO + Cyber Security + HR Compliance + IT Infrastructure + H&S + Payroll/Immigration)
About the Role
We are hiring a Chief Security, Infrastructure & HR Compliance Officer (CSIHRO) to oversee the full scope of corporate security, cybersecurity, HR compliance, personnel screening, IT infrastructure, immigration workflows, payroll governance, and occupational health & safety.
This role ensures our company meets the highest standards of defense-sector compliance, operational integrity, data protection, and workforce governance.
The successful candidate will be a multidisciplinary leader capable of managing national-security obligations, HR compliance, cyber defense, and IT systems in a fast-moving growth environment.
MATERIALS YOU WILL WORK WITH
1-Corporate & Industrial Security (CSO/FSO Duties)
– Serve as Chief Security Officer and Facility Security Officer for all corporate, physical, and information-security programs.
– Manage Controlled Goods Program (CGP) compliance, audits, and personnel screening.
– Oversee NATO Secret / Secret clearance processes and Document Safeguarding Clearance (DSC) requirements.
– Maintain secure facility architecture, CCTV, access control, alarmed areas, and visitor/security protocols.
– Liaise with PSPC-CISD, RCMP, DND, security sponsors, and defense primes.
2- Cybersecurity
– Lead corporate cybersecurity strategy aligned with NIST, CMMC, and Canadian government frameworks.
– Oversee SIEM, vulnerability scanning, penetration testing, endpoint protection, and secure data-handling practices.
– Develop cyber incident-response plans and coordinate forensic investigations.
– Configure and enforce MFA, privileged-access controls, secure VPN, and network segmentation.
– Ensure secure management of controlled technical data (ITAR/EAR/NATO/CGP).
3- HR Compliance, Personnel Screening, and Workforce Governance
– Lead all security and HR staff screening programs including Reliability, Secret, NATO Secret, and CGP clearances.
– Manage job postings, applicant vetting, interviewing compliance, and onboarding documentation.
– Maintain employee compliance files, confidentiality agreements, training records, and security-access levels.
– Support HR investigations, conduct reviews, discipline process documentation, and incident reporting.
– Oversee the insider-threat prevention program and staff behavioral risk indicators.
4- Immigration & Workforce Mobility
– Coordinate LMIA applications, work-permit sponsorships, and international recruitment workflows.
– Prepare employer compliance documentation for IRCC and Service Canada.
– Maintain immigration compliance files and track renewal timelines.
– Work with external immigration counsel when needed.
5- Payroll & HR Systems Governance
– Oversee payroll accuracy, approvals, compliance, benefit deductions, taxable benefits, and reporting controls.
– Maintain secure payroll-access permissions and data-security protocols.
– Ensure alignment with provincial and federal employment standards.
– Implement systems for secure digital payroll and HR recordkeeping.
6- Health & Safety (OHS)
– Oversee the corporate Occupational Health & Safety Program.
– Develop and maintain safety policies, hazard assessments, incident investigations, and corrective-action logs.
– Ensure compliance with Saskatchewan OHS legislation and worker-safety requirements.
– Implement required training programs: WHMIS, hazard awareness, equipment operation, emergency procedures.
– Lead safety audits, drills, and continuous-improvement initiatives.
7- IT Infrastructure Leadership
– Oversee corporate IT architecture: servers, networks, storage, cloud systems, and cybersecurity controls.
– Manage IT vendors, procurement, licensing, lifecycle management, and support processes.
– Ensure uptime and resilience for production-critical systems and CNC-connected environments.
– Implement secure document-handling systems and access-controlled digital storage.
Our Qualifications
Required:
– 7 plus years in security, cybersecurity, HR compliance, IT leadership, or related fields.
– Experience with Controlled Goods Program, ITAR, CGP screening, Secret/NATO Secret, or similar regulated environment.
– Strong working knowledge of Canadian HR law, OHS legislation, and immigration compliance.
– Deep understanding of IT systems, networks, cyber frameworks, and data protection.
– Strong documentation, policy writing, investigative, and audit management skills.
Preferred:
– Previous CSO/FSO role in defense, aerospace, government, or critical-infrastructure sectors.
– Certifications: CISSP, CISM, CCSP, Security+, CHRP (asset), OHS certifications (asset).
– Experience with LMIA/IRCC processes.
– Experience running payroll systems and HRIS platforms.
